Please check to see if you are eligible for the - Troubles Permanent Disablement Payment Scheme
This scheme has been developed to provide those living with severe and permanent disablement caused by physical
or psychological injury in a Troubles-related incident. Individuals who currently receive support from the VSS will
not be automatically registered for this payment scheme. It will be a separate and independent application process
which our Welfare Officers can assist you with.
Who is eligible?
The assessed degree of physical and/or psychological disablement must meet a threshold of 14%
The incident resulting in the injury must have either taken place in the UK or Europe. For incidents that took place in
Europe, there is additional criteria that can be discussed with you
An application can be made on behalf of an individual who was severely injured in a Troubles related incident and
has since passed away on or after December 23rd 2004
Who is responsible for the administration of this Scheme?
The Department of Justice is responsible for administering the scheme.
How we can help?
Our Welfare Officers will provide individuals assistance to complete applications and will provide necessary guidance and support. Our service is free but any costs incurred throughout the process eg. legal or medical report fees
cannot be covered. To avail of this support please contact our office on 02867723884.
What do you need to support your application?
Proof of identity
Death certificate if required
Police report to confirm Troubles related incident (if available)
Newspaper cuttings and any other relevant media confirming Troubles related incident
Medical evidence supporting permanent disablement (physical and/or psychological) (if already available to you)
Any other records relating to the Troubles related incident you were involved in that currently are in your possession
Appeals Process
In the event that an application submitted with support from one of our Welfare Officers is unsuccessful, our Welfare Officers can support you in completing the necessary appeal documentation and support you throughout the
process.

South East Fermanagh Foundation (SEFF) roots are Lisnaskea, County Fermanagh but the group now also has outreach offices
in Rathfriland, Bessbrook, Newtownstewart, Lisburn and London (serving GB-based victims & survivors) and we also provide
outreach to victims/survivors living across the Republic of Ireland.

SEFF is committed to supporting individuals to make the personal transition from a “victim” to a “survivor” as part of a process
of healing and confidence building.
